Family-owned, five-star housebuilder, Bloor Homes, is proposing a residential neighbourhood at a sustainable location at Grange Farm, Coven.
The proposed new neighbourhood would provide:
- Up to 150 high-quality family and affordable homes.
- 50% affordable housing in line with grey belt policy.
- Potential to provide accessible homes/bungalows as part of the housing mix.
- Vehicular access via Brewood Road.
- Proposed community car parking facilities for access to village facilities.
- Extensive green public open spaces, including:
- Green corridors
- Biodiversity areas
- Enhanced public rights of way
- Additional walking and cycling routes
- Community orchard
- Public common with play area
- Sustainable Drainage scheme (SuDS), with potential to deliver improvements to existing local drainage.
- Retention of existing mature trees and majority of hedgerows, with additional planting significantly increasing tree cover across the site.
- Significant financial contributions to invest in local infrastructure such as healthcare, education etc.
Update – September 2025
Outline planning application submitted
Our outline planning application for Grange Farm, Coven has now been submitted to South Staffordshire District Council. The outline planning application sets out the principles for the delivery of up to 150 net zero carbon-ready family and affordable homes, set within extensive landscaped public open space including a community orchard, play area, areas for biodiversity enhancement and a network of walking and cycling routes. We have refreshed this website’s homepage to reflect the planning submission.
The outline planning application is the first formal step in the planning process, setting out broad overarching principles of development and will involve statutory consultation carried out by South Staffordshire District Council with a wide range of organisations. If approved, a further planning application will then be required to establish the finer details of the proposed neighbourhood, including architecture, layout and landscaping.

A focus on sustainability and biodiversity
The new homes at Coven will be built to Future Homes Standard, meaning a gas-free development with new homes incorporating air source heat pumps, PV cells, uprated insulation and EV charging infrastructure. This will deliver a neighbourhood of net zero carbon-ready homes.
We want to deliver a high-quality, healthy new neighbourhood for Coven, with a focus on providing extensive green public open spaces and significant biodiversity enhancements. Existing mature trees and hedgerows will be retained and enhanced where possible, with the layout shaped by existing field patterns. New landscape planting will deliver a significant increase in tree cover across the site, while the sustainable drainage scheme for the site will deliver high quality wetland habitat.
Bloor Homes is a member of the Homes for Nature programme which will see the installation of swift nesting boxes in every new home and hedgehog highways between gardens.
Community consultation
We want to ensure that the proposals align as much as possible with the priorities and aspirations of the community in Coven.
Bloor Homes created this website so that members of the community to view the emerging plans and provide feedback. We asked local people to tell us their priorities and aspirations for new homes, open spaces and facilities to help shape the outline plans.
Following this process, we have now submitted an outline planning application to South Staffordshire District Council.
Consultation drop-in events
To complement our online consultation, we also presented the information from this website at a consultation drop-in event. This provided an opportunity for members of the community, including those who have limited access to the internet, to view the proposals, speak to members of the project team, and provide feedback.

Statutory consultation
Early autumn 2025South Staffordshire District Council will carry out statutory consultation on the submitted outline plans, seeking feedback from statutory bodies. This will include the local parish council, the local NHS, Natural England, the Environment Agency, education providers and highways authorities, as well as members of the public.

In line with South Staffordshire District Council planning timescalesSouth Staffordshire District Council will make a decision on our outline planning application.
Reserved matters planning applications
Estimated 2026If outline planning permission is granted, we will then prepare detailed designs, known as a Reserved Matters planning application, for the new neighbourhood. This would provide detail on house types, layouts, architecture and landscaping. This would involve further consultation with the community before submitting the final plans.
