Family-owned, five-star housebuilder, Bloor Homes, is at the early stages of preparing outline proposals for a residential neighbourhood at a sustainable infill location at Grange Farm, Coven.
The proposed new neighbourhood would provide:
- Up to 145 high-quality family and affordable homes.
- 50% affordable housing in line with grey belt policy.
- Potential to provide accessible homes/bungalows as part of the housing mix.
- Vehicular access via Brewood Road.
- Proposed community car park for access to village facilities.
- Extensive green public open spaces, including:
- Green corridors
- Biodiversity areas
- Enhanced public rights of way
- Additional walking and cycling routes
- Community orchard and allotments
- Common with play area
- Sustainable drainage scheme, with potential to deliver improvements to existing local drainage.
- Retention of existing mature trees and majority of hedgerows, with additional planting significantly increasing tree cover across the site.
- Significant financial contributions to invest in local infrastructure such as healthcare, education etc.
A focus on sustainability and biodiversity
The new homes at Coven will be built to Future Homes Standard, meaning a gas-free development with new homes incorporating air source heat pumps, PV cells, uprated insulation and EV charging infrastructure. This will deliver a neighbourhood of net zero carbon ready homes.
We want to deliver a high-quality, healthy new neighbourhood for Coven, with a focus on providing extensive green public open spaces and significant biodiversity enhancements. Existing mature trees and hedgerows will be retained and enhanced where possible, with the layout shaped by existing field patterns. New landscape planting will deliver a significant increase in tree cover across the site, while the sustainable drainage scheme for the site will deliver high quality wetland habitat.
Bloor Homes is a member of the Homes for Nature programme which will see the installation of swift nesting boxes in every new home and hedgehog highways between gardens.

Outline planning application
Summer 2025We will submit an outline planning application for our proposed neighbourhood of new homes and community infrastructure to South Staffordshire District Council. This website will be updated with information about the submitted plans and email notifications will be sent to all who have opted-in to receive them advising of the outline planning submission.
Statutory consultation
Late summer 2025South Staffordshire District Council will carry out Statutory Consultation on the submitted outline plans, seeking feedback from statutory bodies such as the local parish council, the local NHS, Natural England, the Environment Agency, education providers and highways authorities, as well as members of the public.
Outline planning application determined
In line with South Staffordshire District Council planning timescalesSouth Staffordshire District Council will make a decision on our outline planning application.
Reserved matters planning applications
Estimated 2026Should outline planning permission be granted, we will then prepare a detailed Reserved Matters planning application for the new neighbourhood. This would provide detail on house types, layouts, architecture and landscaping and involve further consultation with the community on these matters of detail prior to the Reserved Matters planning application being submitted.
